Development of direct democracy in Kresna municipality

The project is created in response to the need to increase civic participation in the processes of formulating, implementing and monitoring of policies and legislation in Kresna municipality, which is small, but at high risk in terms of social, economic and demographical aspects. Through its activities, the project attempts to shorten the distance between citizens and the government, to strengthen the trust between them, reaching a level of equality in resolving the important policies and issues affecting the population of the municipality. The extensive sociological surveys on the role of the citizens and their participation in the governance and on the quality of their awareness and the level of administrative service offered to the population will give us more opportunities for establishing better governance. Based on the results, some recommendations will be given to the Municipal Council and the municipal administration to improve the processes of offering services, for a better regulatory environment, for fighting corruption, preventing conflict of interest and abuse of office power and to encourage compliance with the ethical standards for public officials. The project explores opportunities to improve the socio-economic environment as a result of open and responsible governance. The envisaged activities for studying European and Bulgarian experiences and best practices will allow to replicate and multiply the experience in Kresna Municipality. The establishment of a Citizens Information and Counseling Bureau, involving experts from NGOs and municipal administration on a voluntary basis, will strengthen the participation of the citizens in the governance and will build trust between them and the decision-makers. As part of this project, an Advisory Committee to the Municipal Council, with the involvement of experts from the civil sector, will optimize and enhance the quality of the decision-making, policy-making and legislation.
