For efficient, transparent and accountable corporate governance of state-owned enterprises

The main goal of the project is to support the establishment of efficient, transparent and accountable corporate governance of state-owned enterprises (CGSOE) in the country in accordance with the OECD Guidelines for Corporate Governance of State Enterprises (OECD (2015) OECD Guidelines on Corporate Governance of State-Owned Enterprises, OECD Publishing, Paris.) The main goal of the project will be achieved through three specific objectives: • Specific objective 1: Information provision for the process of monitoring and evaluation of the CGSOE. • Specific objective 2: Evaluation of the status and dynamics of the CGSOE. • Specific objective 3: Development of institutional capacity for civic participation in the monitoring and evaluation of the CGSOE. It is envisaged that the work of the project implementation team will concentrate on four main activities: • Activity 1: Establishment of a register of state-owned enterprises in the country and a database of documents on corporate governance therein • Activity 2: Creation and maintenance of an information system for monitoring and evaluation of CGSOE and project website • Activity 3: Development and implementation of a methodology for monitoring and evaluation of the CGSOE. • Activity 4: Raising public awareness and promoting civic participation in monitoring and evaluation of the CGSOE. The implementation of the project will create a fully functional and publicly accessible information system for the CGSOE, prepared assessments of the status and dynamics of the CGSOE in 2016-2020. On this basis, policy proposals will be launched for the improvement and reform of the CGSOE, in line with the Government's commitments for accession of Bulgaria to the Euro area. This will represent a major contribution of civil society to this major state priority.
