Increasing civic participation in the processes of formulation, implementation and monitoring of policies and legislation in the speleology sector

The Bulgarian Federation of Speleology has repeatedly warned that caves in Bulgaria are being destroyed as a natural phenomenon and as habitats in connection with which urgent control measures are needed in the area. However, this is impossible before the public relations between the state, the legal and citizens in the field of the conservation, use and management of the caves to be regulated at national level, as well as to regulate their research as sites of particular importance for geology, biodiversity, water supply, cultural and historical heritage, science and tourism. The set of activities envisaged in the project proposal aims at the view of the civil society structures, dealing with the problems of speleology by reviewing the work of the institutions and good practices in countries, where there is legislation in the area, to develop and make proposals, in order to give a new start to a joint discussion between the state, public organizations, citizens and business for the adoption of the Caves Law in Bulgaria. Through feedback from NGOs representatives, citizens, businesses and institutions will be investigated the need for regulation of caves and cave deed.
