"Active citizen participation in the policies of the General Directorate" Execution of Penalties "in the area of ​​management of the public procurement cycle"

The project aims to continue the mechanism of interaction between the state authorities and civil society organizations in order to ensure the participation of the public and NGOs in the field of public procurement management related to the provision of the needs and improvement of the living conditions of the deprived persons freedom, prison hostels and rehabilitation homes.In pursuance of the objective, activities are studies, analysis and evaluation of the public procurement cycle in the General Directorate "Execution of Penalties", in the context of the specifics of its activities, and the study and analysis of the degree of involvement of civil society and NGOs in the processes of planning, implementation and monitoring of public procurement, to take into account the effectiveness, efficiency, relevance, good practices at EU level and difficulties in enforcing the legislation to the needs of the targeted citizens.They are actively involved in project activities and prison staff and non-governmental organizations.The proposals and opinions they make on how to increase citizenship and control capabilities, together with the analyzes, conclusions and recommendations that will be drawn up, will serve as a basis for developing tools to improve citizen participation and monitoring. By developing a joint activity between the NGO sector in the country and the administration of General Directorate "Execution of Penalties", the developed tools will be presented, discussed, agreed and adopted. The final results obtained from the implementation of the project will be widely disseminated to the public and steps will be taken to address the relevant authorities and administrations with a view to taking the right direction for the full involvement of civil society organizations in future policies in the field of public procurement and subsequent monitoring of their implementation.
