Raising civic participation and enhancing the interactions between the administration and the civic society in the process of formulating, implementing and monitoring of local Sofia municipal policies targeted at educational integration of minors that have been granted refugee or humanitarian status

The project aims to raise civic participation and enhancing the interactions between the administration and the civic society in the process of formulating, implementing and monitoring of local Sofia municipal policies targeted at educational integration of minors with refugee or humanitarian status through developing a comprehensive analysis and instruments that lead to a governance based on the partnership between administration, citizens and stakeholders in the process of monitoring of Sofia municipal policies for educational integration of minors. The project contributes to an open and responsible government through enhancing the interaction between the administration and citizens in the implementation of Sofia municipal policies for educational integration of minors with refugee or humanitarian status, by evaluating the implemented policies prior to 2018, and by developing recommendations for improving the process of developing local Sofia municipal policies for educational integration of minors. Within the project a comprehensive instrument for the identification and the inclusion of civic society and stakeholders in the policy process will be developed. The products of the project will be: analysis-evaluation of the implemented policies on municipal level for educational integration – providing access to pre-school and school education for minors with refugee or humanitarian status; analysis of the methods and models for the inclusion of citizens in the formulation, implementation and monitoring of the “Strategy for education within Sofia 2016-2023”, including recommendations; a Handbook of civic activism and a Memorandum for partnership in the development, implementation and monitoring of policies. The results will be discussed and reviewed jointly with the decision makers during working meetings, a round table and a final conference. The public at large will be involved in the large information campaign and through participation in the conference.
