Raising civic knowledge and awareness and enhancing civic participation in the process of formulating, implementing and monitoring of the Marine Strategy of Bulgaria

The project aims to raise the knowledge and awareness and to enhance civic participation in the process of formulating, implementing and monitoring of the Marine Strategy of Bulgaria, through establishing conditions for partnership with civic organizations and stakeholders in the development and the implementation of the Marine Strategy. These conditions – analysis-evaluation and instruments for enhancing civic participation contribute to establishing open and responsible government through raising the level of interaction between administration and citizens. To accomplish its goals, the project reviews and analyses the existing practices and models of civic participation in the implementation of the Strategy, identifies the existing problems, restrictions, challenges, and risks and develops recommendations for better civic inclusion in the implementation of the Strategy. The project will develop an instrument for identifying and involving the stakeholders and the civic society in this process. To ensure sustainability of the results and the quality of the feedback the beneficiary will apply for membership in the "Black Sea network of NGOs". The products of the project–Analysis of the implementation of the Marine strategy with regards the framework Directive on Marine Strategy 2008/56/EC; analysis-evaluation of the developed system for civic participation in the process of formulating, implementing and monitoring of the Marine Strategy, including recommendations; analysis of the models and methods for civic participation and a "Road Map of civic participation" that builds a tool for effective partnership and enhanced participation in the formulation, implementation and monitoring of the Marine Strategy. The results will be discussed and reviewed jointly with the decision makers during working meetings, a round table and a final conference. The public at large will be involved in the large information campaign and through participation in the conference.
