Establishment of a instrument (methodology) for independent monitoring by the non-governmental sector on the transparency and efficiency of the process of formulating and implementing local policies and legislation and testing its practical applicability

The project aims to encourage the involvement of NGOs in policy-making and decision-making process, together with local authorities. Based on the analysis of the applicable legislation and the main strategic documents, a methodology for independent monitoring by civil society on the transparency and effectiveness of the process of formulating and implementing policies and legislation at local level will be developed and proposed for use. The developed methodology will contain clear, concrete and quantifiable indicators for assessing the transparency of the process of formulating municipal policies, the degree of involvement of NGOs and other interested groups of society in the process, the effectiveness and implementation of good practices in the formulation and implementation of policies. Subsequently, the experts developed the methodology will train the employees of the applicant and jointly will test the methodology in two municipalities, assessing the transparency and efficiency of the process of formation, implementation and monitoring of selected municipal policies in the two municipalities and on this basis will draw the relevant recommendations. The formulated recommendations will be presented and discussed at two round tables that will be held in the two pilot municipalities.
