Increasing citizen participation in the management of Natura 2000 and improving the management of the network of protected areas.

Since the adoption of the law in 2002, Natura 2000 has been subject of major public discussions. Most often they are focused on how to involve stakeholders (businesses, citizens and NGOs) in the decision-making process. These exploding and fading conflicts are due to the imperfect regulatory framework, poor stakeholder awareness and the growing logical distrust between stakeholders and state authorities. There are simultaneous opposing and partnering processes between the four groups - state administration, citizens, business and NGOs, but the conflicts in general reduce the benefits of Natura 2000 network for development and worsen biodiversity conservation, with all parties losing. As the norms for including business, NGOs and citizens are the same, it shows, that they are imperfect and imply for conflicts. The aim of the project is to contribute to enhancing understanding between all parties, improving the legal framework for engaging citizens, NGOs and businesses in governance processes and, in general, improving the management of Natura 2000 network. The project will be implemented on four levels - analysis, monitoring, introduction of good practices and awareness. The project includes: Analyzes of the processes since 2002 until now; Assessment of the potential of the legislation to ensure the involvement of the stakeholders for the future; Based on the experience of other EU members, both proposals for amendments of the regulatory framework, as well as a good practice guide not requiring changes in the laws will be developed. The project will monitor the activities of the competent authorities and the court, which will form the basis for constant and rhythmic professional discussions with representatives of all stakeholders in order to improve and synchronize the participants' perceptions and ideas. The project will also contribute to raising awareness about Natura 2000 among all stakeholders.
