"Together for development - from good practices and ideas to effective results"

There are different structured forms in which civil participation in the process of formulating, implementing and monitoring public policies is developed and maintained. This approach is recommended to member countries in a number of EU directives. The need for citizens and CSOs to participate in the decision-making process is explicitly regulated not only in the constitutions and laws of developed European democracies but also in international and supranational acts of the Council of Europe and the European Union. According to the Council of Europe, "citizen participation is at the very heart of the idea of democracy." (Recommendation on Citizens' Participation, Rec (2001) 19, 6 December 2001) Bulgaria has already gained experience and in many municipalities different forms of civic participation in the processes of formulation of local public policies as a factor for sustainable development have been built and functioned. The main idea in the formulation of local public policy is to take into account the views of citizens and various stakeholders, to bring together representatives of all stakeholders to solve a given issue, to involve citizens with their potential and resource, effective planning for the development of a given territory. The present project envisages measures - conducting a study of good practices and innovative solutions and analysis of civic participation in the processes of formulation, implementation and monitoring of policies and legislation; developing and running an Internet-based platform for civic debate and promoting civic activity; organizing 6 roundtables for exchange and transfer of good practices and innovative solutions related to improving civic participation in the process of formulation, implementation and monitoring of policies and legislation at local level - in order to encourage active citizenship and support the participatory process of the citizens in determining the social needs and the ways of their satisfaction.
