Increasing the citizens' participation in the formulation of public policies on keeping and recruitment of work force

The two-years partner project "Increasing the citizens' participation in the formulation of public policies on retention and recruitment of workforce" of the Chamber of Commerce and Industry - Stara Zagora and the Stara Zagora District Administration and is addressing one of the major challenges in Bulgaria - shortage of workforce at all levels - non- and high-qualified. THE PROJECT IS FOCUSED on (a) studies to identify the unfavorable factors leading to the problem of shortage of workforce; identifying the public needs in policies addressing the problem; collecting proposals/recommendations on policies and measures addressing the problem to be formulated; identifying good practices and innovative solutions with proven effectiveness, (b) creating mechanisms and instruments to actively involve businesses and citizens in policy-making to address the shortage of workforce problem, (c) analyzing the collected information and data, preparing a report, formulating and submitting proposals/recommendations for policies and measures addressing the retention and recruitment of a workforce in Bulgaria and solving the workforce problem. The MECHANISMS proposed for performing of partnering governance to solve the problem of workforce shortages, involving stakeholders, are the PILOT COMMITTEE to be established at the Stara Zagora District Administration, joining businesses, NGO, social-economic partners and ONLINE PLATFORM as an informational and interactive environment motivating citizens and businesses for actively engaging in policy-making to address this issue. Instruments for wide participation of target groups are QUESTIONNAIRES, FOCUS GROUPS, ROUND TABLE, and CONFERENCE. The MAIN OUTCOMES of the project implementation are (1) an institutionalized Pilot committee to address the shortage of workforce issue, (2) online platform, (3) Report, (4) submitted at least 6 proposals/recommendations for policies and measures addressing the workforce problem in Bulgaria.
