General and Sectoral Conciliation Committees of CPC - Civil Control for Efficiency.

The project is a comprehensive program for the implementation of ADR reform through increased citizen participation in ADR bodies and the process of planning, implementation and monitoring of consumer rights protection services. Research and analysis of a database related to the work of the sectoral and general / headquarters in Varna / Conciliation Commissions to the Commission for Consumer Protection (CPC) will provide the necessary information for the development by a team of experts of the mechanism and the monitoring tools, connection and evaluation by citizens and business of their relations with the Conciliation Commissions / the CPC Administration /. Experts will prepare and make recommendations for regulatory changes related to improving citizen participation in the process of consumer protection. The organized wide-ranging information campaign will raise public awareness of the mechanisms of civic participation in the formulation, implementation and monitoring of consumer protection policies and legislation. The public will be aware of the need to reorganize the existing model of centralized ADR provision, with the possibility of restructuring the committees. The internal restructuring is expected to be tied to a correction of CPC funding. Campaign messages are intended to imply the need to reform the system of AP consumer disputes, the benefits of reorganization to society as a whole, the search for a balance between the need of the public for quality ADR services, the need for an individual consumer of ADR services from quick and efficient resolution of the dispute, and the need for the ADR authorities in the CPC to have a fairer distribution of work and requirements for them. Recommendations will be made to establish a legal framework to ensure the participation of the organizations in the consumer rights protection process.
