INCREASING CITIZENS 'PARTICIPATION IN THE PROCESSES OF FORMULATION, IMPLEMENTATION AND MONITORING OF POLICIES AND LEGISLATION IN THE FIELD OF ENERGY EFFICIENCY

The project will help citizens and business to have an increased opportunity to participate in the work of state bodies and institutions and to influence decision-making, the elaboration and implementation of policies, strategic documents, laws and other normative acts in order to achieve maximum consistency and consensus between them and the state in the current public domain - energy efficiency. Energy efficiency at the national and regional levels and in economic sectors of the Republic of Bulgaria is at one of the last places in the European Union and in line with the Strategy for development of the Bulgarian economy needs substantial improvement. Mechanisms of interaction between state authorities, business and civil society organizations in this area are not good enough and needs further development and activation. The state authorities and administrations most closely associated with energy efficiency are: the Ministry of Energy, the Ministry of Economy, the Agency for Sustainable Energy Development, the regional administrations. Civil society in the field is represented by many non-governmental and business organizations at national and regional level. Target groups: • State bodies and administrative structures in the field of energy efficiency; • Business and its structures by sectors of economy and regions; • Non-governmental organizations related to energy efficiency, as well as their employees; • Socio-economic partners, as well as their employees; • Other stakeholders. The main focus is on the interaction between the administration and the business organizations in order to achieve the main objectives of the procedure.
