The Project aims to develop the mechanism of interaction between local authorities and civil organizations in order to improve and facilitate the conditions for involvement and active participation of citizens in the process of policy formation decision-making,elaboration of strategic doc. and planning of activities,monitoring,control and cooperation to implement adequate measures for the effective integration of ethnic and risk groups.In order to achieve this objective are planned activities for the study,analysis and evaluation of the policies at the municipal and reg. level in implementation of the Nat.Strategy for Roma Integration2012-2020 in Bourgas Distr.to take into account the efficacy of the planned and implemented measures and programs in the municipality plans and reg. strategy in the 6 priority areas,the effectiveness of the measures to the needs of the target population,the feasibility of the implementation and the impact of interventions at local and regional level,how much these documents are tracked and updated,if necessary,to establish good practices.The conclusions and results of the in-depth second analysis-assessment of the methods and models of citizen participation in the process of preparation,monitoring,updating and implementation of the Municipal Action Plans from reg. Bourgas in the implementation of the Reg.Strategy will help to develop an adequate response to the needs of the citizens and local administrations,a feedback mechanism and evaluation by the citizens on the implementation of the Reg.Strategy and the establishment of a methodology for an innovative model of implementation of civil monitoring and control to improve and facilitate the conditions for involving and empowering citizens to participate in the process of integration policy.The spread of the Model-Monitoring and Control Unit is not only a way to involve citizens in policy formulation and implementation processes but also increases awareness and provokes their activity.
