Effective civic participation in the formulation, implementation and monitoring of local policies

The project is directly related to the objectives of the procedure INCREASE CIVIL PARTICIPATION IN POLICY AND LEGISLATION FORMULATION, IMPLEMENTATION AND MONITORING PROCESSES as it addresses Objective 1 regarding the interaction of citizens with the administration, Objective 2 for open and responsible governance and Obective 3 for making recommendations for a better regulatory environment with civic participation. The proposal includes an in-depth analysis of local barriers to effective citizen participation on local level, development of recommendations for overcoming them, and formulation of measures to increase citizens' participation by offering a civil participation mechanism. Two areas of local competence will be selected in which the higher quality of public consultations and other forms civil participation will improve the quality of decisions taken. In the area the regulatory framework and the opportunities for civil participation in formulating, implementing and monitoring policies will be assessed. Civil participationforms will be classified and assessed for the most benefits at local level. 10 municipalities will be selected according to the categorization by population and will examine the practice of ensuring real civic participation in the selected areas. The effectiveness of participation will be assessed through a specific methodology to be set up in accordance with the objectives of the present project. The expected results are: an evaluation of the legislation in terms of establishing civil participation mechanisms and recommendations for its improvement; assessment of the practice of 10 Bulgarian municipalities to ensure civil participation in the process of formulation, implementation and monitoring of policies and recommendations for its improvement; proposed a new civil participation mechanism; wide debate with representatives of stakeholders in 10 Bulgarian municipalities and a large national awarenes conference.
