"CIVIC PARTICIPATION IN THE LEGAL AND INSTITUTIONAL DEVELOPMENT OF PROBATION IN BULGARIA"

The project responds to the need for more active civic participation in the legislative and institutional development of probation in Bulgaria and the need for effective mechanisms for cooperation between NGOs and GDES to guarantee it. The project has 3 target groups: GDES staff, NGO staff and the general public. The overall objective is to increase civic participation in the processes related to the legislative and institutional development of probation in Bulgaria. The specific objectives: To develop a partnership model between GDES and civil society structures in the management of the probation system in Bulgaria; Develop a model of open and responsible governance by GDES regarding all processes related to the functioning of probation in Bulgaria; To make 4 specific recommendations for improvement of the service delivery processes by GDES related to the functioning of the probation in the country. Expected results: 2 studies, one of which in the form of independent civic monitoring; 4 recommendations concerning different aspects of civic participation in the processes related to the legislative and institutional development of probation in Bulgaria; Civic Participation Advisory Group at GDES, 6 information days and a national conference; increased capacity of the applicant for civic participation through: Contact point with an European network and training of 10 staff. Main activities: Carry out study and prepare Recommendation 1 on the possibilities for civic participation in probation processes; Developing mechanism for civic monitoring of probation, conducting monitoring and preparing Recommendation 2; Establishment and operation of the Civic Participation Advisory Group at GDES and preparation of Recommendation 3; Establishment and Activity of a CEP Contact Point; Training of the candidate's team; Information campaign (6 info days, conference) and drafting Recommendation 4.
