Solutions for broader civil participation in the state government policy for social service delivery

The project proposal aims at strengthening the role of civil society and business in the processes of formulating, implementing and monitoring the state policy on social services provision. The project activities explore opportunities for better civic control over community-based social services in terms of their quality, accessibility, and community-consciousness. This includes a survey of the status quo among the administrations and among NGOs, businesses, citizens, the system of normative documents, existing good practices in Bulgaria and the EU, the possibilities for improvement of the existing legislation. From the point of view of the effectiveness of citizen participation, the opinions of the various parties involved in this process will be reflected in order to provide realistic control over the social services in the community in Bulgaria and the challenges posed by it. The project will start with two studies on the current state of civic participation in the process of formulating and implementing policies on social services at municipal and regional level. The studies will affect the views of the administration and the civil sector. On the basis of them, recommendations and new forms, mechanisms and solutions will be made to improve citizens' participation, which will be disseminated among the target groups. The development of an effective model for monitoring and evaluating citizens on the actions of administrations in terms of the quality of social services provided in the community will provide new tools for impact and partnerships between the different sectors - citizens, NGOs, businesses, administrations. It is also envisaged to identify and transfer good practices and conducting public events to attract active citizenship and to popularize the project's development in order to implement them in concrete terms.
