Transparent Governance in Gorna Oryahovitsa Municipality

In line with the need to increase civic participation in the processes of formulation and implementation of policies and rulemaking in the municipality of Gorna Oryahovitsa, the present project proposal is being developed.Through its activities, the project mediates between citizens and decision-makers to increase trust between them, reaching a level playing field in addressing important policies and issues affecting the population of the municipality. The implementation of the envisaged surveys on the role of citizens and their participation in governance, the quality of information and the service of the population by the administration provide opportunities for better governance. On the basis of these, recommendations will be made to the municipal administration and the Municipal Council to improve the services provided, fight against corruption, prevent conflicts of interest and misuse of official position; compliance with ethical standards by employees. The project explores opportunities to improve the socio-economic environment as a result of open and responsible governance. The envisaged activities for the study of good practices will allow for multiplication of this experience in the municipality of Gorna Oryahovitsa. The establishment of a Citizens Support and Assistance Bureau, involving experts from NGOs and municipal administration on a voluntary basis, will strengthen civilian participation in governance and build trust between citizens and decision-makers. The Advisory Committee of the Municipal Council, with the participation of civil society experts, will enhance the quality of policy making. Public councils will play a major role in making meaningful decisions and helping to develop populated areas.
