"Effectiveness enhancement from the civil society organizations and public participation in the process of formation, implementation and monitoring of youth policies and legislation"

This project proposal is being developed to support the implementation of the Strategy for Development of the State Administration 2014-2020, adopted by the Council of Ministers, and in particular the implementation of Specific Objective 3 "Increasing the Citizen Participation in the Process of Policy Making and Control" of Priority Axis 2 "Efficient and Professional Management in Partnership with Civil Society and Business" of the Operational Programme "Good Management". One of the activities to be implemented is to prepare an analysis of the process of conducting public consultations related to the formation, implementation and monitoring of youth policies through a "desktop" study of "good practices" in 5 of EU-15 countries. The data obtained from the analysis will serve to develop a "Methodology for Improving the Process of Public Consultation and the Participation of Civil Organizations and the Public in the Formulation, Implementation and Monitoring of Youth Policies and Legislation". In order to increase the administrative capacity of the NGO "Bulgarian Youth Forum" and implement the mechanisms for increasing the active participation of the organization in the process, we envisage a training on the topic of "Active participation of NGOs in conducting public consultations in formulating, implementing and monitoring policies and legislation, including by making recommendations to improve service processes, a better regulatory environment, the fight against corruption, preventing conflict of interest and abuse of office, respecting the ethical standards of civil servants. " In the project proposal, we have also planned two pilot public consultations on the basis of the developed "Methodology for improving the process of conducting public consultations and the participation of civil society organizations and the public in the formulation, implementation and monitoring of youth policies and legislation ".
