„Enhancing the analytical capacity of the Energy and Water Regulatory Commission”

The Energy and Water Regulatory Commission (EWRC) is an independent specialized state authority which regulates the activities in the energy sector in accordance with the provisions of the Energy Act and the activities in the water supply and sewerage services under the Regulation of Water Supply and Sewerage Services Act. Project under Procedure BG05SFOP001-2.012 entitles EWRC as beneficiary and the European Bank for Reconstruction and Development (EBRD) as contractor and aims to enhance the analytical and technical capacity of the regulator and to improve the price regulation and electricity market efficiency, in particular the efficiency of the electricity network enterprises and the quality of network services. The project duration is 18 months. Project implementation will be realized on the basis of a Project Implementation Support Services Agreement between EWRC and EBRD, which is to be ratified by the National Assembly of the Republic of Bulgaria. Within the project, methodologies and analyzes will be developed on: market monitoring, investment projects’ cost-benefits, capital and operating costs of network enterprises for regulatory purposes, and a methodology on binding the regulated revenues of network enterprises with efficiency and quality of services’ performance. Training courses of 51 EWRC experts will be carried out in order to fulfill the regulator’s powers related to conducting inspections, seizing electronic evidence, taking oral explanations and imposing penalties in connection with the implementation of Regulation (EU) No 1227/2011, as well as to increase EWRC analytical capacity in terms of the powers to regulate prices in the electricity sector.
