"Enhancing the efficiency in the implementation of the directives and measures for the implementation of the acts of the European Union in the Bulgarian laws"

2017 marked 10 years since the Republic of Bulgaria joined the European Union (EU). During that period a certain amount of experience has been piled in the field of implementation of the directives and the measures for transposition of EU acts in the Bulgarian legislation. However, there has been no systematic effort in Bulgaria to study the reasons for the dynamics and instability in the implementation of the directives and the measures for transposition of EU acts into the Bulgarian laws, including with regard to the measures needed to enhance the competence and expertise of the institutions involved in that process. The implementation of this project aims at gathering, structuring and analyzing the available information on the practice of implementing the directives and the measures for transposition of EU acts into the Bulgarian legislation over the past 10 years. As part of the project implementation, the collected and systematized information will be made public through the development and deployment of publicly available software that will be free to access. Based on the conclusions from the information analysis, trainings will be organized for the employees of the National Assembly administration and the central administrations, which will help enhance the competence and expertise of the administration involved in the process of implementation of the directives and the measures for transposition of EU acts into the Bulgarian legislation. This will contribute to reducing the risk of infringement proceedings under Art.258-260 of the Treaty on the Functioning of the EU. Furthermore, the project implementation will create prerequisites for improving the institutional communication in the process of implementation of the directives and the measures for transposition of EU acts into the Bulgarian laws along with conditions for improving the quality of implementation of the directives and the measures for transposition of EU acts into the Bulgarian legislation.
