Implementation of the Common Assessment Framework (CAF) in the Bulgarian administration

The incorporation of the Quality Management Systems in Bulgaria follows the State Administration Development Strategy, which envisages a special focus on the incorporation of the European Common Assessment Framework (CAF) at central, regional and municipal level until 2020. The Institute of Public Administration acts as a National CAF Resource Center as a model for quality in the state administration and this function is arranged in its Organizational Rules. Through the implementation of the project "Implementation of the Common Assessment Framework (CAF) in the Bulgarian Administration", the number of administrations that have implemented the Common Assessment Framework (CAF) will be increased. The number of CAF consultants will be also increased, thus enhancing the capacity of the National CAF Resource Center within IPA. The sustainability of the model's implementation will be increased by delivering the Procedure of External Feedback (PEF) to a bigger number of administrations that have implemented the model in line with the National Rules for External Feedback. The Institute of Public Administration is planning to conduct a set of interrelated and complementary activities that will help to implement the principles of the organizational excellence and will increase the organizational efficiency in public administration. The main project activities are aimed at: 1. Updating the training programme and conducting general CAF trainings. 2. Strengthening the capacity of the CAF Resource Center. 3. Implementation of the Common Assessment Framework (CAF) in 46 administrations. 4. Applying the National Rules for External Feedback and awarding a certificate “Effective CAF User”. 5. Promoting CAF.
