Development of National Environmental Strategy and Action Plan

The project consists of development of a National Environmental Strategy for a ten-year period and Action Plan. The Strategy will serve as a document outlining the strategic framework and priority areas for environmental protection at national level. As of 2019, no new National Environmental Strategy has been adopted, pursuant to Art. 75 of the Environmental Protection Act (EPA). The development of a National Environmental Strategy, as a stand-alone document that covers and gives a common vision for environmental action, will provide a comprehensive, systematic and integrated framework for the development and implementation of environmental policies and the legal requirements of the EPA will be implemented. The need for the development of the Strategy is also indicated in a recommendation of the 3rd Environmental Performance Review of Bulgaria, conducted by the United Nations’ Economic Commission for Europe. The Ministry of environment and water aims to create a flagship strategic document outlining the goals and priorities of national environmental policy. Integrating environmental policy into sectoral policies is an approach that assesses its horizontal importance and allows the uniting of efforts to create effective solutions. The implementation of the project will follow the basic principles of strategic planning. The concept of implementation and framework of the project is in the context and in accordance with the European and national requirements, good practices and principles in the field of environmental protection. The project will be implemented within one activity and has the following main objectives: - Preparation of impact assessment, analysis, communication plan. - Development of a draft National Environmental Strategy. - Development of a draft Action Plan for the Strategy. - Public consultations with stakeholders, informational-training event.
