"Improvement of the specialized knowledge and skills of officials of territorial structures of the Archives State Agency in the domain of archival methodology and practice"

Developing professional competences of the Archives State Agency (ASA) officials and improving the effectiveness of their work is from a key importance with respect to the activity of the institution to manage records of historical importance, part of the nation's cultural heritage, including the provision of better quality services for users of archival information. The implementation of this strategic aim also involves engaging flexible instruments to ensure the transfer of knowledge and skills to the largest possible number of officials, by means of alternatives to formal training in public administration. In view of the latter, the project proposal includes the involvement of the mentoring tool as part of current trends in learning and development, respectively in human resources management practice. Engaging this tool seeks to focus on the professional development of the personnel of the 27 territorial divisions of the ASA, subordinated to the 6 regional directorates, as team members, as well as to establish an in-depth long-standing relationship to help the mentor and trainee, to provide instructions and guiding trainees according to developments in the archival methodology and practice. The findings of the staff motivation survey conducted by the ASA in 2018, as well as the follow-up analysis of the specialized training needs elaborated during the same year, which highlight the lack of specialized training for the ASA staff, are a fundamental basis for the development of the project. Furthermore, in the self-assessment report on the implementation of the CAF model in the ASA prepared in 2019, it was identified the need to strengthen the specialized skills of officials, to acquire new knowledge and to exchange good practices with practical focus, including a focus on territorial divisions.
