Improvement of the professional competences of the employees in the territorial units of the General Directorate "Execution of Sentences" through the implementation of specialized trainings for work with the introduced system for electronic monitoring of offenders (GDIN-5)

The current project proposal includes the conduct of 2 spec. trainings for 3 target groups: probation officers (PO), prison staff (PS) and control center staff (CCS). PO and employees of open-type prison dormitories shall put on and remove personal identification devices and notify staff at the control center for the activation of the database in the Electronic Monitoring System (EMS). They provide information to persons with electronic monitoring on how the system works. They control the implementation of electronic monitoring of offenders through the technical devices in the EMS for each person monitored. They respond promptly to alerts and events sent by devices for personal identification to tablets or telephones or through the Control Center, performing on-site checks and consequently processing the alerts and events in the system. CCS work closely with PO from the terr. units and with staff from open-type prison dormitories to enter data into the system for offenders under electronic monitoring. They monitor that the signals and events in the system are timely processed, they ensure compliance with the established deadlines for the installation, dismantling of devices, as well as temporary suspension of and total discontinuance of monitoring in accordance with the provisions of the Law on Execution of Sentences and Detention. In accordance with these functions and activities 1 spec. training of PO and PS will be conducted to work with the implemented EMS. The training will be attended by 200 employees from the terr. units of the GDES. The individual group courses will be carried out in the place of employment or outside the settlement. A second spec. training will be held for the CCS to deepen their knowledge and skills to work with the functionality of the EMS. Six employees will take part in the training. The training will be held in Sofia. At the end of the course, all trainees in the two specialized trainings will receive a certificate.
