Providing support to the Government of Bulgaria/Ministry of Energy and eight carbon-intensive districts (Varna, Haskovo, Burgas, Lovech, Gabrovo, Targovishte, Sliven and Yambol) in the preparation of territorial just transition plans for the districts

The project proposal aims to provide support to the Ministry of Energy (MEn) for elaboration of territorial just transition plans (TJTP) in eight energy-intensive regions in Bulgaria - Haskovo, Sliven, Yambol, Varna, Burgas, Lovech, Gabrovo,Targovishte, the most affected by the transition to a climate-neutral EU economy, due to the European Green Deal. The activities that MEn will conduct in support with the International Bank for Reconstruction and Development (IBRD) are: outlining the methodology, institutional aspects, communications and timeline of support for the preparation of TJTR at the district level; elaboration of evidence for the most affected regions due to carbon/energy intensive industry (non-coal districts) – Varna, Haskovo, Burgas, Lovech, Gabrovo, Targovishte, propose recommendations to the stakeholders and for evaluation of the TJTP; conducting public consultations.The activities of the IBRD are: assessment of the economic, social and territorial impact of the climate transition, preparation of an analysis and identifications of economic activities and industrial sectors impacted by the territorial decarbonization process; identification of the development needs to address the transition challenges with regard to the European targets for development to 2030 in view of reaching climate neutrality to 2050, expected results; analysis for coherence with other national, regional or territorial strategies and plans; definition of the types of operations under the territorial decarbonization process, their expected contribution, analyzing of program-specific results and transition indicators. Based on these analyzes and assessments prepared by the IBRD, MEn will prepare TJTP for the eight regions. This data will help to fill in the Annex II to the JTF Regulation. The reports developed by the IBRD will be adopted by a Steering Committee with representatives of the ME, relevant ministries - MRDPW, MLSP, ME, MOEW, relevant local authorities.
