Civic Monitoring for Improvement the Formulation and Implementation of Local Youth Policies

The project aims at open and responsible local government by improving the formulation and implementation of youth policies at the local level in the municipalities of Blagoevgrad, Kyustendil and Dupnitsa on the basis of monitoring and making recommendations by civil society. This goal will be achieved through two parallel actions of monitoring and evaluation of policies, corresponding to two different but complementary approaches. In the first case it is an assessment of the extent to which local youth policies in the three municipalities meet European standards, which will be based on a methodology adapted - result of a previous project. The second action is also monitoring this time to what extent these policies meet the needs of local young people. Due to the lack of such a methodology, its development is envisaged, and then its testing. Both monitors will produce reports with recommendations for reformulating and improving policies. In addition, the project envisages an information campaign at the beginning, to inform the target groups about the intentions and to attract participation, as well as an advocacy campaign at the end, aimed at putting pressure on local authorities to take into account the recommendations made. The main target groups are: municipal leaders and specialists responsible for youth activities, municipal councilors; civil society organizations - youth and youth working NGOs; young people. We believe that these target groups are among the most interested parties in improving local youth policy, and therefore in the implementation of the project. The main expected results / products are: the developed methodology for monitoring and assessment of compliance: youth policy - needs of young people; a report with recommendations from the monitoring of the compliance of the policy with the European standards; a report with recommendations from the monitoring to assess the needs and their compliance with the priorities of the local government.
