Partnership, Delegated Authority and Civic Control – Development of a Model Based on Design Thinking for Co-Creation of Value in the Process of Policy Design and Monitoring in Chelopech Municipality

This project proposal focusses on enhancing citizens’ involvement and participation in the implementation and monitoring of the strategic objectives and policies defined in the Municipal Plan for Integrated Development (MPID) of Chelopech Municipality (2021-2027). The identified lack of interaction between local administration, citizens and business, as well as the low activity of NGOs, present not only the problem which entails the necessity of the proposed project, but also the need for cooperation which is to be met by the project. The main objective of the project is to develop a citizen participation toolkit/ a Model (Methodology) for co-creation of value in the process of implementation and monitoring of policies which will be linked to the MPID of Chelopech Municipality 2021-2027 and will use both traditional tools and innovative approaches reflecting the specific characteristics and needs of the local community. Main target groups of the project are municipal administration, NGOs and business. The project includes five activities: 1. Research and analysis of the current state of civic participation in Chelopech Municipality using in-depth interviews, surveys and internal normative documents; 2. The collected data from A1 will be consolidated with information obtained through research and analysis of the design thinking method and good practices based on its implementation; 3. The conclusions and recommendations drawn from A2 will be used as a ground for the development of a draft Model for co-creation of value based on design thinking; 4. Pilot testing of the draft Model will be conducted for evaluation and revision of the Model; 5. The data received from A4 will be used for the development of the final version of the Model which will be presented to a broad range of stakeholders. It is expected that the project activities will stimulate the establishment of a sustainable mechanism for open governance and partnership in Chelopech Municipality.
