TRUST IN THE ADMINISTRATION - INDICATOR AND GUARANTEE OF GOOD GOVERNANCE

The SDNA (2014-2020) states that "good governance leads to mutual respect and greater public involvement", which is why restoring citizens' trust in the admin. is crucial for the effectiveness of governance. The dynamics of the political processes in Bulgaria in 2021 brought to the fore the increased public expectations for an effective admin. reform. However, these attitudes resonate with the declining public trust in the administration and the negative image of those employed in the sector over the years. SAS Podkrepa, as a nationally representative organization of admin. employees, finds it necessary to strengthen the participation of citizens, the NGO sector and the SEP in a broad public discussion of the announced reforms. The project proposal is addressed and aims at a clear and institutionally independent definition to the public of the problems related to the status and position of employees and the qualitative impact of these problems on the activities and efficiency of the administration. Their analysis is important both for the form. of policies for reforming the provided public and admin. services, and for improving the public image of the administration by introducing the necessary objectivity, transparency and publicity. The main activities that will contribute to the achievement of the set goals and results: - Formulation of conclusions and recommendations for implementation of policies and/or proposals for legislative acts on the basis of a generalized analysis of the reforms in the administration, the interaction with the SEP in the process of administrative structures management, comparative comparison with EU countries and research of public attitudes and expectations - Training of a team to communicate of change - Conducting a national information and communication campaign The implementation of the activities will guarantee the civic participation of the SEP in the process of initiating, creating, implementing and monitoring these policies.
