Open management for reduction of financial corrections through improved and analysis of the case law on the procedures of the municipality of Dupnitsa

This project is aimed at implementing measures to promote civic participation in the implementation and monitoring of policies and legislation in Bulgaria and in particular - achieving open and responsible management of the process of absorption of grants in the Municipality of Dupnitsa, by developing a mechanism for civilian monitoring. The project addresses two problems of the target groups. On the one hand - the imposition of financial corrections on projects of public interest through the analysis of case law and the definition of recommendations of benefit to the administration, and on the other - the lack of transparency in the grant process so that society informed about all stages of the implementation of projects of public interest, as a major tool for implementing local policies. In order to achieve the described, in the scope of the project it is envisaged, in partnership, to develop a mechanism for civil monitoring consisting of the following elements, divided into activities: - Development of a database: Research of projects and monitoring of their implementation during the last programming period in the Municipality of Dupnitsa; - Database analysis: Analysis of case law related to the imposition of financial corrections on projects during the last programming period in the Municipality of Dupnitsa and definition of recommendations; - Real phase of development of the monitoring mechanism: Preparation of a check list for civil monitoring - Final phase of the monitoring mechanism: Discussion of recommendations for open management in the absorption of grants and pilot application of the mechanism In summary, the project aims to promote civic participation in the implementation and monitoring of local policies implemented through the management of grants and building on previous experience - by promoting transparency and civic monitoring, to optimize the absorption of funds in public interest. areas in the next programming period.
