Partnership for regional development

On the 6th of January 2022, the National Statistical Institute (NSI) announced the preliminary results of the population census. The highest demographic collapse is reported in Dobrich district - minus 26.3%. Depopulation strongly reflects on the development of the area and unbalances its growth and quality of life. The suggestions raised in this project focus on the implementation of the development policy at local level, according to the Regional Development Act (RDA). One of the planned project activities is a research on the attempts of partnership participation in the implementation of the development plans in the 8 municipalities of Dobrich district. Practices of the municipal administrations within the partnerships in the implementation of the regional policy at local level will be analyzed in order to derive experience and improve the civic monitoring of the processes related to planning, observing and control of strategic documents which affect municipal development. The second reason for presenting the project for financing are the amendments in the RDA as of March 2020. The new requirements are related to the implementation of integrated territorial investments (ITI) and the introduction of a bottom-up approach in defining and evaluating territorial concepts, which will be funded by the Regional Development Program and other sectoral programs. Fundamental to this approach are the PARTNERSHIPS. There is a lack of experience in the implementation of ITI in the area. For this reason, the project will test the models for building partnerships for ITI in the field of energy efficiency, environmental protection and obtaining broad public support. This will build up the capacity of stakeholders (local administrations, businesses, NGOs, trainers, media) and increase citizen participation for the effective implementation of regional development policy, attracting funds to ensure the conditions for economic growth and employment in Dobrich district.
