Activation of the local potential for the purposes of development

The project proposal contributes to the achievement of objective 2 of this procedure: open and responsible government and envisages as its result the creation of an applicable analytic framework for activating the local potential through which the stakeholders will be able to interact more effectively towards their development goals. The project places the local potential in the focus of the integrated local development process by promoting joint responsibility of the local authorities and the local communities in the planning and implementation of development measures. The integrated territorial approach in the field of cohesion policy is based on the recommendations of the Barca report from 2009 on the use of approach based on local specifics for development and cohesion policy activation. The application of this approach supports the addressing of the specific needs of the territories and the use of the existing potential for the purpose of promoting the socio-economic development of these territories. The use of existing potential for development purposes is one of the significant challenges that the local authorities are confronted with. The implementation of this project will be in the municipalities of the North Central Region (NCR) but the produced methodology will also be tested for monitoring and evaluation of the local development potential in 20 municipalities of Northwest Region (NWR) and South Central Region (SCR). The envisaged results include a series of analyses and evaluations. Based on them, local development potential monitoring and evaluation tools will be produced and implemented, as well as an activation approach. Based on the results, at least 10 recommendations will be formulated for activating the local development potential. The recommendations will be addressed to local bodies and local organizations directly following the established order but will also be publicly accessible through the internet sites of the partners.
