Development of policies for interaction with civil society in the process of monitoring and evaluating the impact of legislation.

In the course of its activities, the BLIA faces a number of obstacles similar to many non-governmental organizations’. One of these difficulties is the lack of understanding among government and society about the role of NGOs through the prism of their mission and vision and the reflection of the opinion of each organization on relevant topics in strategic and legal documents. An example, identified in the course of our activity, for a reason for such non-compliance is the lack of an adequate mechanism for the involvement of NGOs in the process of monitoring and assessing the impact of legislation. Although significant progress has been made in recent years, a clear and consistent framework has not yet been established, the implementation of which each time would indicate the best strategy for involving NGOs at the right moment in the process. On the other hand, a number of NGOs are willing to get involved in the normative and strategic processes related to their activities, but they lack know-how in formulating legally correct guidelines so as to ensure their inclusion in the framework that the current legislation allows. That is why our project proposal is aimed at conducting an in-depth analysis of the process of monitoring and assessing the impact of legislation, identifying the stages and ways in which NGOs can be actively involved in the process and creating a Civic Inclusion Methodology to be brought to the attention of the competent authorities. Also, stakeholder consultations will be held to ensure that joint activities are met to meet the needs of the target groups. In addition, a mechanism for monitoring and impact assessment applicable to NGOs will be established to ensure that each organization has all the necessary prerequisites for its active involvement in the process, as well as a pilot analysis of relevant for BLIA regulations’ act will be held.
