Civic participation in the formation of policies and legislation to promote the use of electric vehicles in Bulgaria

The project will help citizens and businesses to have an increased opportunity to participate in the work of state bodies and institutions and to influence decision-making, development and implementation of policies, strategic documents and laws in order to achieve maximum coherence between them and the state. for the economy and society area - electromobility. Given the significant role of cars in the process of air pollution, public attention is increasingly focused on electric cars. In 2021, a second infringement proceeding was initiated against Bulgaria by the European Commission in connection with the systematic non-compliance with the norms for air clearness. The concentration of PM exceeds the permissible EU standards. In order to achieve a significant improvement in air quality in Bulgaria, the number of electric cars must increase dramatically. This can happen only in the presence of a comprehensive state policy, and the interaction of state bodies with civil society organizations is not good enough and needs further development and activation. Objective of the project: to improve citizen participation in the processes of formulating, implementing and monitoring policies and legislation to improve air quality. Activities: 1. Carrying out analysis-assessment through studies and research on the current provisions related to the acquisition and operation of electric vehicles in Bulgaria 2. Identifying the problem areas in the Bulgarian legislation for the promotion of electric mobility in the context of policies and legislation in other EU countries 3. Preparation of an opinion on legislative changes that will lead to accelerated entry of electric vehicles in Bulgaria, and hence to improve the quality of ambient air in the country 4. Information activities in order to increase civic participation in the processes of implementation and monitoring of policies and legislation.
