Good legislation for better regulatory and business environment

The project proposal contributes to the implementation of Objective 2 of the priority axis: open and responsible governance, and as a result to achieve a better regulatory and business environment and a better environment for civic participation, stakeholder engagement. Studies of the EC, OECD, NGOs, as well as own studies of the CMP and CII show a high degree of instability of the regulatory framework, frequent changes in laws. This is often due to inconsistencies or shortcomings in the legislative procedures, as well as opportunities to circumvent some of the important steps. Those affected by this deficit for both public authorities and their administrations, as well as business and the non-governmental sector and society as a whole suffer. Within the framework of the project, generally applicable principles and criteria for evaluation of the legislative process will be formulated with appropriate tools. Their determination will be evaluated and tested in two focus groups (activity 1). The criteria, which will be determined by up to 5 binary questions, will be used to assess the legislative procedure of at least 35 laws in one plenary session, and of the whole session (activity 2). Based on the results of activities 1 and 2, at least 2 packages will be formulated with at least 5 substantiated proposals for improving the process, which will lead to the improvement of the regulatory and business environment and the environment for civic participation. in management. The packages will be sent to the competent authorities, based on Article 18 of the LNA or other applicable legislation, for response, and will be brought to the attention of civil and business organizations for opinions. Their reactions will be reflected in the final project report.
