Increasing citizen participation in the processes of implementation and monitoring of policies and legislation in the field of Health

Democracy is a political form of government in which the ruling power comes from the people, by consensus, through a direct referendum, or through elected representatives of the people. In modern society, however, democracy also means active civic participation in social-political life, respectively in public health. The maturity of a civil society lies in the level of public and individual culture - social, legal, health, etc., as well as in the awareness of all members of society that the state must function on their behalf and in their favor. In Bulgaria there is no real public control over the distribution and spending of health care funds. Health insured persons and patients do not have timely or no access to the volume and type of activities that are paid for personally for each person. Only citizens who have an electronic signature have access to the electronic file through the NHIF health portal. The latter requirement is in fact a serious restriction and discriminatory approach towards the large and large group of citizens who do not have an electronic signature. Therefore, the establishment of a system for public accountability of medical institutions, along with the establishment of an information system with access to each insured person and patient to their personal health data, are unconditional steps towards public control over public health funds and optimization of health care. The undertaking of these steps and their normative regulation will strengthen the trust of the citizens in the healthcare system and will strengthen their motivation as obligatory health insured persons. Participation in the monitoring of this process and the presentation of opinions and recommendations will ensure effective civil and professional control over the management of medical institutions.
