Increasing citizen participation in the processes of implementing and monitoring policies and legislation related to better environmental responsibility of administrations

This project proposal is aimed at activating citizen participation in the processes of implementation and monitoring of policies and legislation related to improving the environmental responsibility of municipal and district administrations. The envisaged activities will enable the promotion of citizen participation in the implementation of policies aimed at maximizing the environmental responsibility of administrations and promoting the reuse, recycling and recovery of materials, including in their public procurement and publicly funded procurement strategies. renovation and construction projects, by streamlining the criteria for energy efficiency, environmental and social criteria for renovation of buildings. Emphasis is also placed on the possibilities and ensuing obligations of administrations in relation to the current directives following EU Directive 2004/35 / EC on environmental responsibility, as well as on the role of active civil society in "translating" them into municipal policies. and area level. Through civic participation in decision-making processes, it is possible to periodically monitor the actions, decisions and policies pursued by the state - as the project seeks the implementation and reflection in municipal and regional policies. Thus, public opinion can be a kind of adjustment of political priorities and goals and thus be an instrument of public control over public policy - in this case in terms of environmental responsibility. The project includes activities for research of good practices, research and analysis, which will create a solid basis for developing and disseminating recommendations related to opportunities for participation of business, NGOs, citizens in the process of implementing policies related to environmental responsibility. administration and the economic model of life with zero waste and maximum utilization of materials.
