Increasing the citizen's participation in the processes of implementation and monitoring of the Law on protection of personal data (LPPD)

Civic participation is fundamental to the application of the principles of transparency, openness and efficiency of public administration. Representatives of the state government process a huge amount of personal data in the performance of their functions assigned to them under the Constitution. With this in mind, it is crucial that citizens are informed about their rights in the processing of their personal data, as well as about threats related to their improper administration. The project aims to overcome the challenges of the processing of personal data of individuals, as well as to raise awareness among citizens about their rights and threats related to the incorrect processing of personal data. The main product of the implemented project will be a mechanism for measuring the level of personal data protection, based on basic normative documents, namely LPPD, Regulation (EU) 2016/679 on the protection of individuals with regard to the processing of personal data and on free movement such data, as well as instructions, guidelines and guidelines of the Commission for Personal Data Protection. Also, in its development will be taken into account decisions from administrative cases in the last 2 years, in order to get acquainted with current case law. The function of the mechanism will be its application on personal data controllers in order to measure the level of protection of IDPs during their processing. The mechanism will be tested in a pilot in the Municipality of Pernik, which processes personal data of over 80,000 of its citizens. The project also provides for two campaigns. One for acquainting the citizens of the Municipality of Pernik with their rights in the processing of their IDs by various administrators, as well as the threats related to their improper processing. The project will lead to improved citizen participation in policy implementation and monitoring processes.
