Implementation of effective policies for good governance at local level with the support of the civil sector

The project aims to encourage local authorities to respect the 12 principles of good democratic governance according to the Strategy for innovation and good governance at local level of the Council of Europe. In this way to stimulate the debate between the stakeholders, to establish and strengthen the partnerships between the municipalities and the NGO sector, to increase the activity of NGOs in the policies implementation and monitoring. The project is implemented in partnership between Union for Bulgaria (NGO) and local authorities, the municipalities of Rudozem, Sadovo and Chepelare. The main project activities and results include: - Research, analysis and recommendations for overcoming difficulties and preparing for the introduction of the 12 principles of good governance according to the Strategy for innovation and good governance at local level of the Council of Europe as a mechanism for improving the environment for civic participation in governance. - Development of a mechanism/methodology for monitoring, peer reviews on the local authorities' powers and responsibilities in accordance with the 12 principles of the Strategy for innovation and good governance at local level of the Council of Europe- basis for joint actions/partnerships between municipalities and NGOs. - Information campaign to increase civic participation in policy implementation and monitoring processes. The project implementation strives to upgrade the results achieved so far related to 12 principles of good governance according to the Strategy for innovation and good governance at local level of the Council of Europe. In addition to promote more local authorities to adopt and implement the 12 principles of good governance, thus ensuring effective and efficient planning and management of local policies and measures for the benefit of citizens, various social groups and busines. This in turn will lead to more effective policies aimed at strong and vibrant local government in Bulgaria.
