Civic participation for a better future in Smyadovo Municipality

The project proposal envisages achieving an open and responsible management of the Municipality of Smyadovo, based on building an effective partnership and active dialogue with citizens and businesses. In the course of its implementation, it is planned to implement some of the recommendations addressed to the local administration in the implementation of the project № BG05SFOP001-2.009-0124 "Smart Citizenship", while proposing new mechanisms to strengthen the bilateral dialogue between the target groups. The project idea envisages conducting a number of studies aimed at improving the environment and opportunities for active civic participation, monitoring and improving local self-government. The results obtained in the course of the research will be summarized in reports containing specific recommendations addressed to the local administration. In accordance with the set goal, a significant part of the project activities is aimed at developing the local potential for joint participation, based on open and responsible management of the municipality. In this regard, an innovative management approach has been proposed for the municipality, based on the implementation of active civic monitoring in the processes of creating and implementing local policies and legislation, through the establishment of a Public Council for Local Development. It is planned to develop a municipal ordinance regulating the procedure and manner of conducting public discussions and consultations, as well as the appointment of a public mediator who will protect and guarantee the rights and legitimate interests of citizens. The project proposal also envisages conducting an information campaign on the territory of the municipality, aimed at raising public awareness, as well as stimulating and encouraging civic participation in the processes of formulation, implementation and monitoring of local policies and legislation.
