ACTIVE PARTICIPATION OF CITIZENS IN THE ESTABLISHMENT OF PUBLIC POLICIES IN THE FIELD OF PREVENTIVE RESTRUCTURING AND INSOLVENCY

The project aims to attract citizens involvement in the development of policies and governing decisions related to insolvency and new European approach to business failure and insolvency involving preventive restructuring, efficient insolvency proceedings, insolvency of individuals and early warning of financial difficulties. The importance of the new approach to business failure and insolvency is growing up in a complicated economic situation, so the involvement of civil society in the governing processes would be a guarantee that public needs will be met and would strengthen the legitimacy of the decisions. The project envisages activities for involvement of citizens in the formation regulatory and business policies in the context of preventive restructuring and insolvency. It is planned to monitor the state of play of the formation of policies and to identify possible and advisable topics to develop opinion of civil society. An analysis of the provisions of the Commerce Act on insolvency and stabilization and the results of the expert assistance, that Bulgaria has received will be conducted. Recommendations will be prepared on the policies , including possible legislative amendments. The analysis and recommendations will be presented at the disposal of the relevant executive bodies and NGOs and publicly announced. An online expert meeting will also be held to consult on the content of early warning policies for financial problems, the results of which will be made available to relevant executive bodies and NGOs and will be made public. The project is designed for 14 months and will be implemented by beneficiary and partner staff and external experts. The project builds on the results achieved under Procedure BG05SFOP001-2.009: "Increasing citizen participation in the processes of formulation, implementation and monitoring of policies and legislation" and does not include activities funded or planned for funding under other NGO grant programs .
