IMPLEMENTATION OF A SYSTEM FOR MEASURING OF RECIDIVISM IN BULGARIA THROUGH ACTIVE CIVIC PARTICIPATION

The project proposal meets the need to introduce effective evaluation models in the penitentiary system of Bulgaria. TARGET GROUPS: 1. Structures of the state administration, bodies of state power, as well as their employees: Ministry of Justice; Penitentiary Council; DG Execution of Sentences; National Assembly of the Republic of Bulgaria. 2. NGOs, as well as their employees - implementing activities for recidivism prevention and reintegration of offenders; Experts from research centers or structures of higher education. 3. The general public in Bulgaria. THE MAIN OBJECTIVE of the project proposal is to start the process of implementation of a system for measuring non-recidivism in the penitentiary system of Bulgaria through active civic participation, and to achieve open and responsible management. EXPECTED RESULTS: 1. Two studies and one comparative analysis aimed at creating the necessary evidence for the introduction of a system for measuring recidivism in Bulgaria. 2. Developed Concept for establishing a system for measuring recidivism in Bulgaria and summarized two specific recommendations - for the necessary changes in the relevant regulations and the structure, content and methodological support for the functioning of a system for measuring recidivism. 3. Implemented advocacy and information campaign for adoption of the recommendations. ACTIVITIES - Civic monitoring through research and analysis of existing opportunities and models for measuring recidivism in the penitentiary systems in Bulgaria and Europe; - Development of proposals for policy reformulation and improvement of the legislation for introduction of a system for measuring recidivism; - Advocacy and promotion of the initiative to measure recidivism and make recommendations; - Information activities to increase civic participation and promote the model for measuring recidivism;
