Civic monitoring and improvement of the procedures for formation of youth policies in the municipality of Ruzhintsi

The project is aimed at civil monitoring of the appointments of employees in the municipalities and in particular of young people. The situation in the municipalities is particularly worrying, because in 2004 a by-law provided an opportunity to hold expert positions with analytical and / or control functions and employment, ie without a competition. The appointments of employees in the municipal administrations, without the necessary qualities to perform their official duties, worsen the urban environment, the implementation of local activities and the quality of services provided to citizens. The measures implemented at the central level for the release of pensioners from the administration are not supported in most municipalities. The project consists of 4 activities: Activity 1 focuses on the employment of young people in the municipality of Ruzhintsi. Activity 2 envisages monitoring of competitions for the appointment of civil servants. We will review the existing practice in selected municipalities, after which we will send secret candidates to participate in competitions. In case of established violations, the control bodies will be notified. Activity 3 is aimed at monitoring employment appointments. Recruitment without a competition puts a large public resource at risk. Employment appointments are not transparent because they are not announced in the Administrative Register. We will follow in detail the assignments of employment contracts in selected municipalities, focusing on the departments in which a large public resource is allocated. Recommendations will be made to improve the implementation of legislation and regulations. Activity 4 envisages conducting an information campaign aimed at creating a high degree of public intolerance to rigged and manipulated competitions, because without a professional administration there can be no prosperous state and forming support for measures to attract young people to the administration.
