The project will implement civil monitoring of the transparency and openness of the administrations in Shumen district. This task highlights the need for a thorough analysis of existing mechanisms and forms to ensure transparency and openness, focusing on the work of municipal and district administrations on signals of corruption and conflict of interest sent by citizens, companies and NGOs. The civil monitoring of the project will also focus on monitoring the lawsuits filed against the administrations at municipal and district level.Recommendations from the civil monitoring will be presented, which will be discussed at working discussions with the participation of representatives from 10 municipal and 1 district administrations, citizens, businesses and NGOs from Shumen district. In the course of the consultation process on the recommendations of the monitoring, concrete proposals will be made to increase the efficiency and transparency of the administrations at municipal and district level and improve their work on signals of corruption and conflict of interest, as well as minimize the preconditions of lawsuits against the administration.The proposals developed by the working consultations will be sent to the administrations, and with subsequent civil monitoring within the project will be examined in how many of them and to what extent the proposals made have been implemented. Thus, the two main objectives of the project and the current procedure related to increasing the efficiency, responsibility and openness in the management at municipal and district level will be achieved with the active cooperation and partnership of citizens and active NGOs such as the Applicant and his Project Partner.
