Update of the mechanism for distribution of the chitalishte subsidy in Vidin district - guarantee for transparent management on behalf of the local communities

One of the most serious prospects for sustainable development of the Vidin region is related to the development of culture. The region has a unique tangible and intangible cultural heritage, as one of the main roles for preservation and transmission of the latter, have community centers. There are 81 community centers on the territory of Vidin district, and over 95% of them are the only cultural, educational and information centers in their settlements. The main purpose of this proposal is to make recommendations for the introduction of transparent and objective criteria for the distribution of funds for chitalishte activities in municipalities in Vidin district and to increase civic participation in the process of monitoring and evaluation of chitalishte activities. Within the framework of the project, studies will be carried out and an analysis and recommendations will be prepared related to the mechanism for distribution of the chitalishte subsidy in the municipalities on the territory of Vidin district and the criteria included in it. The research and development of recommendations will be carried out jointly with our partners from the Regional Library "Mihalaki Georgiev". A discussion forum will be organized with the participation of stakeholders, where the results of the research, the prepared analyzes, as well as the recommendations formulated by the experts will be discussed. After the forum, 11 information meetings will be organized (one in each municipal center), where the recommendations will be updated if necessary in view of the specifics of each municipality and participants will be motivated to adhere to them as much as possible. Simultaneously with the information meetings, campaigns will be organized aimed at increasing the activity of citizens to participate in the monitoring and evaluation of the work of the chitalishte, as a guarantee for their active and in line with the needs of local communities.
