CIVIL PROFILES OF KEY INSTITUTIONS

The project was created in response to the accelerated global development and the commitments to the future generations with which Europe and Bulgaria address the current challenges. The European Green Deal laid the beginning of a coherent strategy for climate-neutral, resource-effective and competitive economy. The accomplishment of this ambition means an accelerated transition to a regenerative growth model, progress toward limited use of resources, reduced footprint and increased reuse of materials. In the context of state government this means implementation of mechanisms for overall environmental functioning of the public institutions. The use of a specialized website http://e-government.bg is envisaged as an inclusive digital platform presenting civil profiles of key public institutions with three main components: accessible and comprehensible institutional information; areas of competence (plus delivered); and environmental footprint. This approach addresses the deficits regarding civil participation with a focus on measures for modernization of the public institutions. The main project results will be provision of accessible and reliable information for the citizens and civil organizations about the functioning of the public institutions and about the efforts for increasing their effectiveness and efficiency, in particular those related to their modernization -institutional and functional organization and their transition to an overall environmental functioning. The developed analytical framework for measuring the main components defining the effectiveness and efficiency of the public institutions will be provided in the form of a set of recommendations to the respective public bodies on the grounds of Art. 18 of the LNA or another applicable normative act and put to the attention of the civil and business organizations to invite their opinions. The final project report will reflect the expressed opinions.
