Scientific research and new technologies are recognized as key factors for economic competitiveness and national security. Globally, the development of science concentrates huge public funding, and the achieved scientific results are applied to solving societal challenges and improving the quality of life. In this context, the main goal of the project is to support the administrative capacity of the Science Directorate at the MoES in implementing public policies in the field of science by creating the necessary methodological prerequisites and evaluating the implementation of the Operational Plan for the first stage 2018-2022. of the National Strategy for Development of Scientific Research in Bulgaria. In addition to the relevant state institutions, the main target groups include other actors of the national research system - research organizations, universities, and business. Indirectly, the results of the evaluation of the implementation of the Strategy will support the solution of the existing public challenges and in this sense will be beneficial for the general public. The main activities of the project will include an analysis of international and EU practices in the field of public policy evaluation; development of methodology and evaluation of the Operational Plan for the first stage 2018-2022 of the National Strategy for Development of Scientific Research; updating the plan in line with new European policies and the impact achieved; elaboration of recommendations, including on the basis of the deliberations during the planned focus group with representatives of the target groups. The obtained results will have an impact both on the national level by improving the effectiveness of the scientific policy implemented by the MoES, and on the regional level through the implementation of responsive and well-justified measures to support the development of research organizations and universities, and thus the territories within which they are located.
