Civic participation for open and responsible governance of the Bulgarian international development Cooperation Policy: Partnerships for Development

The project proposal plans a monitoring report containing analysis and evaluation of the current implementation of the Third Medium-Term Programme for Development Assistance and Humanitarian Aid of the Republic of Bulgaria for the period 2020-2024 to be prepared, in which an initiative for the adoption of Law/Act on International Development Cooperation and the establishment of an Agency for more efficient spending of the Official Development Aid (ODA) has been already planned. The project aims to foster the partnership between civil society organizations and state institutions for the successful implementation of the government programme. The monitoring report will take into account the dynamics of the EU's international partnerships and development policy. The relation between the implementation of the Mid-term Programme and the country's progress on the "Roadmap for accession to the Organization for Economic Cooperation and Development (OECD)" will be traced. In order to foster the partnership between the civic sector and the state institutions, a round table will be held at which the monitoring report will be presented. Two manuals will be developed for each of the partners in favor of a more effective international development cooperation policy. An advocacy campaign will be organized in support of a draft Law/Act on International Cooperation for Development prepared by the Ministry of Foreign Affairs. To implement it, we will organize a webinar presenting good legislative practices in EU member states and a two-day conference to attract all stakeholders. During the implementation of the whole project, information about the planned and implemented activities will be prepared and disseminated. Social networks will be used in order to reach the widest audience and to raise awareness about the Bulgarian development policy with its external and internal dimensions. The project will be implemented by BPID and Bulgarian Diplomatic Institute.
