Reforms of key elements of the judiciary are among the strategic priorities of Bulgaria and the optimization of the judicial map and the introduction of e-Justice are placed in the foreground. The present project aims to create a model for reorganization of the judicial map of the district courts and prosecutors' offices and to provide a road map for rationalization in general of courts and prosecutors' offices at all levels in order to improve the quality and efficiency, including redirecting resources, where appropriate, based on a comprehensive analyses of the workload of the different judicial structures and the specific socio-economic factors; while providing the relevant technological solutions as well. The development of a Unified Information System for Courts tailored to the new judicial map, and its implementation in all courts will enable quality management of cases by electronic means, significantly optimizing the performance of the courts; and will also serve as a further step towards the realization of effective e-justice ensuring the respect of the fundamental principles of accessibility, transparency, one-time-collection of data, data protection, increase of speed and quality of service and easier access to public information. Building capacity of both magistrates and court officials to work with the system through training of users is essential activity to ensure the future qualitative use of the system’s capabilities as well as the consistency of the information collected in order to serve as a basis for future management analyses and the provision of electronic services by the judiciary. The development of an information system for monitoring and analyses will allow real-time tracking of workload levels of the judiciary and the respective factors for its development; and ensure the sustainability of the newly optimized judiciary map allowing ongoing analysis of the judicial structures in a complex environment.
