Improvement of the procedures for evaluation and disciplinary practice in the judiciary system

Key element for achieving real judicial reform is to create prerequisites for qualitative justice based on highly motivated and independent magistrates. The high professional skills and integrity of magistrates are crutial for the responsible role of the judiciary. These principles are envisaged in the amendments of JSA aimed at conducting real reform in judiciary system The project is focused on the implementation of the measures related to appraisal, motivation and self-assessment of the magistrates, formation of remuneration and additional benefits and conducting disciplinary proceedings. The objective appraisal of the magistrates is their inalienable right to ensure an equitable career development and effective judiciary. The project will develop a model for individual evaluation plan that allows planning of personal development taking into account the needs to improve the professional qualifications and experience as well as guidance to the model that include mechanism for motivation increasement, assessment and self-assessment. An integral part of the process is the creation of an effective model for the formation of remunerations and additional benefits of magistrates, setting the objective rules, stability and predictability in their formation. A key precondition for the implementation of effective reform is the realization of an assessment of the disciplinary proceedings as a basis for developing a standard for disciplinary proceedings in compliance with the international standards. The project implementation will contribute in achieving the strategically important changes in the judicial system that are in compliance with the measures laid in the road map for implementation of the strategy for judiciary reform and the Action Plan for implementation of the recommendations stated in the Mechanism for cooperation and evaluation.
