Increasing guarantees for a fair trial in enforcement proceedings through development of information system

The Bailiffs use different information systems developed by different developers. Through the Information system statutory registers - lawsuits, incoming and outgoing registers of incoming and outgoing documents and Diary of performed actions (Rules of administration in the courts and Decree № 4 of 6.02.2006 on the official archive of Private Enforcement Agents) are supported. There is not unified Information system of enforcement in Republic of Bulgaria and the identical documents are registered with different names and are described by different contents by different bailiffs. This creates uncertainty and confusion for consumers. The existence of separate Information system used by bailiffs does not relieve the parties in the lawsuit as they do not have remote access to reports. By building a unified information system of enforcement, information on the progress of cases will be centralized in a database that will be accessible to any user no matter which part of the territory of Bulgaria or abroad is what. That will save time and money to him. In this way will be discipline the executive process through the creation and use of uniform nomenclature of concepts, types of documents, electronic forms and more. The information system of enforcement will contain in electronic form and in structured way information about enforcement cases brought by Bailiffs. So for each initiated case will be created an electronic file, which will include in a structured form data in its formation, movement and finishing, incoming and outgoing documents contained in the three registers and Diary of performed actions as well as data cash flow. The System will provide a standardized interface through which automatically (system-system) will exchange information between Information systems of bailiffs and centralized in Ministry of Justice Information systems of enforcement in introduction in every one of the registers supported by IT systems of bailiff.
